Union Commerce Minister Piyush Goyal pushed a set of reforms for biopharma startups at a roundtable in New Delhi on November 3, 2026.
The India Bioeconomy Report 2026 puts the sector at $195.3 Bn in 2025, up from $165.7 Bn a year earlier. Biopharma alone was worth $64.5 Bn.
The Department for Promotion of Industry and Internal Trade, or DPIIT, ran the meeting with NITI Aayog. Its theme was the role of startups in India’s bioeconomy.
What Biopharma Startups May Get
Goyal backed faster approvals, a regulatory sandbox and single-window clearance. He also sought simpler patent steps and a match with global standards.
Participants also raised shared labs, testing and trial sites to cut costs. The group weighed quicker customs clearance for lab equipment and reagents.
Behind the talks sits Biopharma SHAKTI, announced in the Union Budget 2026-27. The scheme carries Rs 10,000 Cr over five years for biologics and biosimilars. It aims to make India a global biopharma hub.
Biopharma SHAKTI plans a network of more than 1,000 clinical trial sites. It will set up three new pharmaceutical research institutes, or NIPERs, and upgrade seven.
Goyal asked officials to act on the proposals in a fixed time. He set no deadline.
What this means for you: If you run a biopharma or life-sciences startup, these reforms could cut your approval times and lab-import costs. Track Biopharma SHAKTI, the Rs 10,000 Cr scheme, and ready your filings before the single-window system opens.
