Assam Chief Minister Himanta Biswa Sarma launched the North East Seva First Innovation Challenge 2026 on September 25. NESFIC 2026 asks startups to solve 50 real problems faced by government departments and industry.

The launch was held at the Assam Administrative Staff College in Khanapara, Guwahati. Of the 50 challenges, 40 come from Assam government departments and 10 from industry, Sarma said.

The core idea is simple. NESFIC 2026 wants the government to become a startup’s first customer.

What is Assam NESFIC 2026?

NESFIC 2026 is a state innovation challenge run under the Assam Startup Policy. Its full name is the North East Seva First Innovation Challenge, subtitled Ashtalakshmi for Viksit Bharat.

The challenges cover maternal and newborn health, flood preparedness, agriculture, water management, the tea industry and urban infrastructure. The Health and Family Welfare Department alone submitted eight challenges. Five of those focus on mothers and newborn children.

The Science and Technology Department asked for satellites, drones and artificial intelligence for crop-health monitoring, wetland mapping and flood management. In Guwahati, the Housing and Urban Affairs Department wants technology that spots blocked culverts to fix drainage.

Sarma pointed to a concrete test. A solution that helps an ASHA worker in a tea garden spot a health danger early would be innovation at its highest level, he said.

How can startups sell to the government?

Government is one of the largest buyers in India. Yet young startups struggle to sell to it because of rules on turnover, past experience and bank guarantees.

NESFIC 2026 tries to remove that wall. For the 40 departmental challenges, the state will use the Swiss Challenge method with a Right of First Refusal.

For the 10 industry challenges, startups can sign purchase orders, paid pilots, supply agreements or licensing deals. The aim is a real contract, not just a prize.

What grants do NESFIC 2026 startups get?

The roadmap runs in three stages. First, 150 startups will be selected at the Northeast Innovation Conclave in Guwahati in late November 2026.

Three startups will be shortlisted for each of the 50 challenges. Selected startups get idea-stage support under the Assam Startup Policy and mentoring from partner institutions. They also work with the department that owns the problem, using its data and test sites.

The final stage is Demo Day in February 2027. The best startup for each challenge wins a grant. The size depends on what they build.

These grant sizes match the Assam Innovation and Startup Foundation’s current call for applications. That call lists idea-stage support up to Rs 10 lakh, MVP up to Rs 20 lakh and deep-tech up to Rs 40 lakh.

Which partners signed MoUs with Assam Startup?

Three agreements were signed at the launch. Each aims to strengthen the startup ecosystem in Assam and the North East.

Assam Startup and IIM Kolkata Innovation Park agreed to design a three-year, cohort-based accelerator. Software Technology Parks of India and Assam Startup will set up a Centre of Entrepreneurship in Guwahati with incubation and emerging-technology labs.

The third deal is the biggest. India Accelerator will create a fund pool of up to Rs 100 crore for North East startups, with Assam Startup as the Enablement and Knowledge Partner.

What this means for you: If you run a health, agri, drone or civic-tech startup, track the late-November Guwahati conclave, because three slots open per challenge and the winner gets a paying government customer.
