Quick Take

  • Yogi Adityanath launched the UP Startup Mission portal and the Startup Policy 2026 booklet in Lucknow on August 27, 2026.
  • Incentives worth more than Rs 3.42 crore went to 107 startups, and 9 incubators received support on the day.
  • Uttar Pradesh now counts more than 24,000 startups and 8 unicorns, up from 120 startups in 2017.

The UP Startup Mission portal went live on August 27, 2026. Chief Minister Yogi Adityanath launched it in Lucknow. He also unveiled the booklet for the Uttar Pradesh Startup Policy 2026 at the same event.

The two launches put a live system behind a policy the state cabinet had already cleared. That cabinet approval came on July 6, 2026. The portal is the front door founders use to claim it.

At the event, the state distributed Startup Incentive Cards. Incentives worth more than Rs 3.42 crore reached 107 startups. Nine incubators also received support, according to a government statement carried by APAC News Network.

What is the UP Startup Mission portal?

The UP Startup Mission portal is the online platform for the state’s startup policy. It is where founders register, apply and claim incentives. The booklet released alongside it sets out the Uttar Pradesh Startup Policy 2026 in full.

The Startup Mission itself is the body that runs the scheme. It handles promotion, funding, monitoring and coordination between departments. The portal is how that mission reaches founders.

A short film on the state’s startup ecosystem also played at the event. The Chief Minister said the new tools would give young people funding, incubation and a platform to build businesses.

How big is UP’s startup base now?

Uttar Pradesh has more than 24,000 startups today. Eight of them are unicorns, meaning they are valued at $1 billion or more. The Chief Minister shared both figures at the launch.

The starting point was small. In 2017, Uttar Pradesh had 120 startups. The jump to 24,000 is the number the state now leans on.

Adityanath tied this to a national trend. India had around 500 startups before 2014. That count has crossed 2.5 lakh today, he said.

Population framed his pitch. Uttar Pradesh has more than 25 crore people. The Chief Minister called that a demographic dividend, not a burden.

What money does the policy offer?

The Uttar Pradesh Startup Policy 2026 is built on a Rs 1,000 crore Startup Fund. That fund routes early-stage capital to founders through managed investment vehicles. The Startup Mission oversees the flow.

Seed funding rose under the new policy. It moved from Rs 7.5 lakh to Rs 15 lakh, and can reach Rs 50 lakh in special cases. Deep-tech startups can get seed support of up to Rs 30 lakh.

Founder support also went up. The monthly sustenance allowance is now Rs 20,000 for two years. The old rate was Rs 17,500 for one year.

Prototype grants doubled to Rs 10 lakh. The table below sets the old terms against the new ones.

SupportOld termsNew terms (2026)
Seed fundingRs 7.5 lakhRs 15 lakh (up to Rs 50 lakh)
Monthly allowanceRs 17,500, 1 yearRs 20,000, 2 years

What should UP founders do now?

Deep-tech is where the policy leans hardest. It backs artificial intelligence, machine learning, robotics, quantum technology and space technology. Special incentives sit behind these sectors.

The policy also reaches beyond the big cities. It targets founders in smaller towns and in the Purvanchal and Bundelkhand regions. Women, weaker sections, persons with disabilities and transgender founders get extra support.

There is a deadline behind all of this. The policy is tied to the state’s goal of a $1 trillion economy. The target year is 2030.

The UP Startup Mission portal is the piece founders can act on today. It turns a booklet into an application you can file. The fund does the work, not the speeches.

What this means for you: If you run a startup in Uttar Pradesh, register on the UP Startup Mission portal now and check which incentive tier fits your stage before the first funding cycle fills.

StartupFeed Insight

The portal matters more than the booklet. A policy cleared in July does nothing until founders can file a claim, and that is what August 27 changed. The Rs 3.42 crore spread across 107 startups works out to about Rs 3.2 lakh each, so this is broad early support, not a few large cheques. Watch the first deep-tech seed rounds. The real test is whether Rs 30 lakh cheques reach AI, robotics and space founders in Noida, Lucknow and Kanpur before March 2027. If they do not, the 24,000 figure stays a headline rather than a pipeline.
