IBM and MeitY Startup Hub signed an agreement on October 13 to give India’s deep-tech startups access to IBM’s AI, cloud and quantum tools.

MeitY Startup Hub is run by the Ministry of Electronics and Information Technology. The two sides set out the plan in a joint statement on October 13. It gives founders technical help, mentoring and a path to enterprise customers.

Dr Panneerselvam Madanagopal, chief executive of MeitY Startup Hub, set the tone:

“India’s startup ecosystem is emerging as a global engine for technology innovation.”

What MeitY Startup Hub and IBM Will Do

Startups will get technical guidance on IBM’s enterprise tools. These include watsonx, IBM’s AI and data platform, and Bob, an AI coding agent for businesses. A third, IBM Sovereign Core, is a software stack for digital sovereignty that IBM launched in January 2026.

The plan also covers enterprise pilot projects, sovereign AI work, open-source development, founder mentoring and technical skilling. It spans sectors from banking and finance to government and industry. Founders will also get chances to pitch to enterprises and investors.

A stated priority is finding founders in Tier 2 and Tier 3 cities. That aim fits MeitY Startup Hub’s push to widen deep-tech work beyond the big metros. IBM announced the deal from Mumbai.

The agreement sets direction, not numbers. It names no cohort size, no funding and no start date, and does not say how startups will be picked. IBM has signed many such India deals, and MeitY Startup Hub has similar tie-ups with other firms.

What this means for you: If you run a deep-tech startup, especially outside the metros, this is a possible route to IBM’s AI and cloud tools and mentoring. Watch MeitY Startup Hub’s channels for how to apply, since the agreement has not set that out yet.
